CST Project Update: Strategy and verification phase exdended to September 30

PHC, PHSA, and VCH launched the Clinical and Systems Trans-formation Project (CST) in April 2013 and immediately began the Strategy and Verification (S&V) phase of the project.

Essentially a planning phase, S&V is where we establish the foundations upon which this transformation will occur. It’s also where we do a thorough review of the project plan to determine the ultimate scope and the resources we’ll need to achieve the CST vision.

Through comprehensive engagement with diverse groups, a lot of excellent work has occurred during the S&V phase and numerous milestones have been reached.  More important milestones are up-coming.

The CST Executive Steering Committee recognizes the importance of the continuing activities and to have as comprehensive and engaged a process as possible. As such, the committee has endorsed the decision to extend the S&V phase to the end of September.

To summarize, by the end of this phase, we will have completed the following S&V deliverables:

  • Establish the overall project governance plan (strategic, functional, operational, and clinical)
  • Establish the Program Management Office
  • Finalize clinical vision and technology strategy
  • Create a benefits evaluation framework
  • Draft a clinical engagement/ adoption, communications, transformational learning, and system testing strategies
  • Confirm the project charter, scope, and the roadmap we’ll use to deploy the transformation
    in each health organization
  • Develop the data management strategy as well as how we’ll integrate Cerner with other systems and applications within the health organizations
  • Determine our resource requirements for the Design/Build/Integrate (DBI) phase
  • Finalize the DBI project plan and master system design schedule.

The completion of S&V will be a significant milestone for CST. Once it’s done, we’ll have the foundation in place that’s needed for the successful execution of the DBI phase. Thank you again to everyone for their continued engagement and feedback toward a successful completion of this phase.
